Gerald Proctor

Gerald Proctor has spent more than 20 years on both sides of the table, first shaping policy inside government and then leading companies that operate under it. As a senior advisor at Moser Public Affairs, he advises organizations facing political complexity, regulatory pressure, and high-stakes decisions across North America.
Gerald held senior government roles across Western Canada before moving into executive leadership in some of North America’s most heavily regulated industries: alcohol, cannabis, nicotine and tobacco, and retail. That experience means he understands regulation both as a policymaker and as an operator. He knows how decisions get made, who makes them, and what it takes to move them.
Clients rely on Gerald to cut through complexity, structure difficult decisions, and build momentum toward policy and regulatory goals. He is a steady hand in crises, sensitive files, and situations where credibility and licence to operate are on the line. His work helps organizations anticipate regulatory risk, build lasting influence with decision-makers, and deliver results through disciplined, real-world execution.
Gerald holds a Bachelor of Arts in Political Science (Federal/Provincial Relations) from the University of Calgary and a Master of Arts in Political Science (International Relations) from the University of Windsor.
